Summary of Job Duties:
The Procurement Manager is responsible for overseeing procurement staff and operations, setting goals, managing issues, promoting a collaborative environment, and providing backup support for staff. The position requires leadership in staff growth, training, and development with a focus on enhancing team engagement, guidance, advice, and problem-solving as required to facilitate and support procurement operations including the purchasing of commodities and services on behalf of campus. Adherence to procurement laws, regulations, and internal controls is crucial, and collaboration with various campus units is required. The Procurement Manager will participate in collaborative efforts related to Workday processes ensuring adherence to procurement policies, and ensure that proper support is provided to university personnel, suppliers, and other entities regarding state procurement laws and regulations, state and departmental procurement policies, procedures, and contract terms, in addition to available contracts as established at the state level via Office of State Procurement, and professional vendor associations via cooperative consortia. The position will maintain efficient procurement records ensuring completeness, compliance, and sufficient public access. Additionally, the position involves collaborating with the Director in establishing internal procedures, making leadership decisions, and staying abreast of policies and regulations. Other duties as assigned.

Qualifications:
Minimum Qualifications:
Bachelor's degree in general business, marketing, or a related field
At least four years of experience in purchasing or a related area
Applicable equivalencies may be considered on the above qualifications.
At least two years supervisory experience in purchasing or a related area
Experience with Workday
At least five years of experience and knowledge of the State of Arkansas procurement laws, rules, policies and procedures sufficient to interpret, apply and communicate to internal and external customers
Work experience in a higher education institution
Preferred Qualifications:
At least six years of relevant procurement experience managing procurement categories or procurement related functions with an emphasis in Information Technology services
At least five years of progressive procurement supervisory experience
At least two years of advanced functionality in Microsoft Office (e.g. Word, Excel, Outlook)
Demonstrated attention to detail and customer service orientation as evidenced by application materials
Experience leading change initiatives with a strong ability to analyze and understand business requirements
Knowledge, Skills & Abilities:
Knowledge of specifications, vendor and customer requirements, and contracts
Knowledge of supplier sources and market prices
Time management skills to meet deadlines and handle multiple tasks simultaneously
Strong interpersonal skills and ability to communicate verbally and in writing on a professional level to vendors and cross-functional stakeholder groups
Excellent critical thinking and problem-solving skills
Ability to provide vision and leadership to the procurement staff and campus community
Ability to resolve problems between departments and vendors
Ability to self-initiate, organize, prioritize, analyze, support and streamline day-to-day procurement activities
Ability to formulate and interpret policies and procedures relating to procurement
