Full job description
Avalere Health is seeking a Consultant to join our Policy practice. We rely on deep subject matter expertise and understanding of the business issues facing our clients to assess how the changing policy landscape impacts the pharmaceutical industry, managed care plans, providers, and patients. We provide analytic support and advisory services, including regulatory analysis, evidence generation/review support, policy analysis, legislative strategy, and modelling of proposed and enacted policies to a wide range of clients across the healthcare industry, using both qualitative and quantitative research methods.
Consultants are critical roles within the Policy Practice and manage multiple projects and accounts. Consultants work closely with project leaders and other subject matter experts to execute projects and provide clients with actionable policy and business support.
This position will work closely with the Policy Practice’s vaccine team and clients. Specifically, we are seeking a candidate with experience in and enthusiasm for vaccine-specific policy and market access, marketing, or commercialization.
A candidate’s relevant experience, education, and skillsets will determine if the Consultant I or Consultant II level is appropriate.

Minimum Requirements:
- Bachelor’s or Master’s degree in health policy, public policy, healthcare management, public health, public administration, health economics, business administration, or a relevant discipline.
- 4+ years of relevant experience in a healthcare consulting role, vaccine manufacturer, or similar company focusing on policy and market access, marketing, or commercialization for vaccine products
- Knowledge of the U.S. vaccine policy and market access landscape and how it differs from other medical benefit drugs, including pricing, contracting, and reimbursement across Medicare, Medicaid, VFC, Section 317, Universal Purchase states, and Commercial markets.
- Demonstrated experience managing primary market research projects, including IDIs and advisory boards with payers, IDNs, public health providers, and other healthcare decision-makers. Ability to then translate findings into client-facing strategic recommendations.
- Experience in project management, including tracking budgets, adhering to timelines and client engagement.
- Solid communication skills (written and verbal) including the ability to concisely explain complicated concepts to executives within and outside of the firm.
- Preferred, but not required, qualifications include:
- Hands-on experience developing market access resources and promotional/non-promotional materials including managing MLR review cycles, incorporating stakeholder feedback, and shepherding content through Veeva Vault submission and approval processes.
- Ability to develop qualitatively describe business cases for novel vaccine products based on access frameworks, distribution and purchasing/contracting models, provider economics, reimbursement adequacy, and channel strategy.
- Experience overseeing and supervising work of staff members.
- Significant experience analyzing policy proposals, legislation, and/or regulation and conveying findings to clients and the public.
- Sophisticated understanding of the policy issues impacting the healthcare sector, business dynamics in the marketplace, and how the federal and state policy impacts the industry.
- Experience reading, critically evaluating, and synthesizing scientific literature to guide project design and evidence-based decisions, including basic understanding of methods, data sets, and statistical analyses in published research.
- Proven situational leadership skills and the ability to motivate and generate enthusiasm with individuals across all levels of the organization.
- Exemplary interpersonal skills that translate into positive relationships with colleagues and clients.
- Commitment to working in a team environment with an emphasis on collaboration and maintaining positive relationships with colleagues and clients.
- Outstanding problem-solving and analytic skills with the ability to apply knowledge outside of one’s immediate functional area.
- Advanced Microsoft Office skills, including PowerPoint, Excel, and Word.
