What The Role Is
The Senior Associate, EPC Procurement is responsible for supporting and executing EPC sourcing, commercial negotiations, and contract execution across Clearway’s utility-scale wind, solar, battery energy storage systems (BESS), hybrid, repower, and future technology development and construction portfolio.
This role will independently manage defined EPC procurement workstreams and support the negotiation and execution of complex EPC agreements, from market engagement and bidder qualification through RFP development, bid evaluation and levelization, commercial clarification, contractor selection, award recommendations, and contract execution.
The Senior Associate will work with project teams to identify, evaluate, and appropriately allocate commercial risks related to cost, schedule, scope, performance, equipment interfaces, supply chain, permitting, tariffs, labor requirements, domestic content, and other applicable regulatory or contractual requirements. The role will also build and maintain market intelligence regarding EPC contractor capacity, pricing trends, supply-chain constraints, tariff exposure, labor availability, technology developments, and geopolitical and policy factors to inform project commercial decisions and sourcing strategies.
Partnering closely with Development, Engineering, Construction, Legal, Finance, Project Finance, Operations, Supply Chain, and other internal stakeholders, the Senior Associate will provide commercial and contracting support throughout the EPC procurement lifecycle, from early project development and contractor engagement through execution, financing support, change management, and contract administration.
This position reports to the Senior Manager, EPC Procurement, and is hybrid-based in Clearway’s Houston, TX; Scottsdale, AZ; or Denver, CO offices.
What You'll Be Doing
- Support the Senior Manager, EPC Procurement, in achieving the team’s mission and objectives, including development and implementation of best-in-class sourcing strategies across utility-scale wind, solar, BESS, repower, hybrid, and future technology projects.
- Manage and execute competitive RFx processes for EPC services, including bidder outreach and qualification, RFP preparation, proposal administration, commercial clarifications, bid evaluation, levelization, BAFO processes, contractor recommendations, conditional awards, and contract execution.
- Orchestrate competitive RFx bidding and contracting efforts for EPC contracts, in coordination with Development, Engineering, Construction, Legal, Finance, Project Finance, Operations, and other applicable subject-matter experts.
- Conduct EPC bid review and EPC Contractor performance reviews to assess contractor risks and opportunities and recommend strategies to strengthen contractor selection and future sourcing decisions.
- Develop, manage, and maintain EPC bid-levelization models to evaluate scope, pricing, schedule, commercial assumptions, exclusions, allowances, escalation, equipment assumptions, tariff exposure, and other materialdeviations between bidders.
- Effectively lead negotiations, identifying and mitigating cost and schedule risks while ensuring alignment with Clearway policies.
- Ensure that Clearway risks are mitigated through alignment across major project agreements (TSA, Service Maintenance agreement, PPA, EPC agreement, Warranty, etc.).
- Review the scope of supply and scope of work on different contracts to ensure that there are no gaps and that interfaces are well-established and understood by all parties.
- Support and strengthen strategic relationships with key EPC partners, ensuring effective contract management while actively driving progress toward MOUs and project milestones.
- Interface with EPC Contractors to gather and analyze market intelligence on emerging trends, tariff impacts, and legislative or policy changes that may influence the bidding process and project schedule.
- Manage the development of bidding strategies and the qualification of bidders.
- Ensure timely and frequent engagement with key cross-functional teams on all issues related to Wind EPC Contracts.
- Support and facilitate internal team resolution on material changes to agreements across both commercial and technical issues.
- Coordinate with Engineering to gather and maintain specifications, scopes of work, and standards to be followed for Clearway’s wind projects.
- Build strong relationships with internal teams and with external vendor and contractor partners.
- Support the project financing process by coordinating inputs from wind EPC contractors and cross-functional teams to address independent engineering (IE) questions.
- Assist in the identification, development, and implementation of new contract policies and processes, including the incorporation of continuous process improvements.
- Demonstrate the ability to manage multiple concurrent projects and priorities while maintaining attention to detail, commercial judgment, accountability, and clear communication with internal and external stakeholders.
What You'll Bring
