Job Overview
The Human Resources Policy & Procedures Specialist will serve as the strategic lead and subject matter expert on all aspects of HR Policy and Compliance and has the ability to influence, design, and direct business processes as statutory regulations may require. The incumbent will be responsible for leading a broad portfolio of projects that ensure the practices and procedures across all campuses and departments conform to University Human Resources policy as well as local and federal regulations. The individual in this role will be responsible for driving the regular assessment of existing policy and practices and the strategic development of new HR policies and procedures including the areas of statutory compliance, reporting, and document management. Additionally, this role will proactively identify compliance risks and provide critical risk-mitigation guidance to university leadership.
Work Interactions
The Human Resources Policy & Procedures Specialist will work closely and strategically partner with colleagues in all areas of HR (including, but not limited to HR Business Partners, Classification and Compensation, HCM, Talent Acquisition, and Benefits) to identify opportunities for developing robust techniques and procedures that support compliance at all stages of the employment cycle.
The Human Resources Policy & Procedures Specialist will partner with HCM Services on the review of the work performed by HRCs outside of central Human Resources and provides review/recommendations and high-level strategic direction to HCM Services team and trainer(s) on compliance training programs, including, but not limited to, ensuring compliance with employment regulations in all states where the University is an employer of record.
The Human Resources Policy & Procedures Specialist will also serve as HR’s primary authority and point of contact for University Departments with oversight responsibilities for other regulatory responsibilities, including, but not limited to, working with university stakeholders, legal counsel, and individual departments on matters ranging from FMLA to unemployment, and protection of minors.
Requirements and Qualifications
The successful candidate for this position should hold a bachelor’s degree and have 5 to 7 years of broad-based human resources and compliance experience. Advanced knowledge of human resources policies, regulatory requirements and best practices for employment records maintenance and management is an essential element of the work performed in this role. Candidates should also have demonstrated experience managing and directing large-scale projects serving diverse constituencies. Superior writing skills are essential for success. The ability to stay informed on changing regulatory obligations and proactively analyze and mitigate their impact on the University is also necessary. Preference may be granted to candidates with prior policy and compliance experience in a large organization.
Candidates must possess strong analytical and communication skills, as well as technical facility with HRIS systems and databases. Prior experience with Workday is preferred.

Pay Range:
The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:
$54,616.00 - $100,493.33Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
